Does this show damp?

My own knowledge of these things is poor and would appreciate any opinions - does the photo link above show damp? Is it significant?
This is at ground level.

The render is too close to the ground and appears to be drawing up moisture.

Whether there are additional problems with no DPC, or DPC breached by the render wont be known unless you knock the render off to look.

If there is no damp internally, then it may be just a render issue
