Very foolish - the light fitings already are designed to stop moisture getting into the loft space so the caps are redundant.
 
I am worried that these hoods will cause the lights to get too hot.
Yes, they will.

That fitting itself, will also cause the lamps to get too hot, and burn out prematurely.

You're now learning that there is no way to fit halogen lamps into a ceiling bordering an unconditioned space, without either contravening any of the building regs, or causing the lamps to overheat and have shortened lives.

I wonder why TLC go on about Parts B and E, thus showing an awareness of the Building Regulations, but don't make any claims for the lights regarding Parts C and L?

Could it be.......
