Fence gravel boards

got to add some 6ft fence panels in the back garden,bit confused as to how to fix gravel boards...do they just sit freely below ground beneath the panels or should they be fixed at either end to the posts? from what I've gleaned from posts(no pun intended) on here, for 6ft panels I need 8ft posts,2ft of which should be underground in concrete leaving 6ft above to fix panels so that would mean the gravel boards are either buried or the post tops are not level with the panels as the gravel boards will,in effect,raise the panel an additional 6 inches :confused: hope this all makes some kind of sense chaps.

use a longer fence post and trim the top to suit. The gravel board should be fixed to the post by fixing a timber cleat (small block of timber) to each post. the board can then be fixed to the cleat. You can also do it by screwing through the boards at an angle directly into the post.
