fiesta mk4 '96 cutting out

Hi, my fiesta keeps cutting-out when i take foot off accelerator eg, approaching junctions cuts out when i put foot on clutch. I have put acc. cable onto last notch but its made no difference.Could it be the Idle speed control valve? It is 1.3 lx petrol.
