Finishing new oak veneer doors

Builders are supplying and fitting new internal and one external JELD-WEN Advance-line oak veneer doors in my daughters house. I'll be doing the finishing and don't know whether to use a water based high build stain or oil based. The instructions say a "proprietary high build stain or paint including primer" should be used. A lacquer may be used on the interior doors. I want to use a clear matt or satin finish. Any suggestions on the make or type would be appreciated. The builder suggests a water base but the instruction sheet says the doors must not get wet!
