If you have power at the motor,the fault will be on the earth side of things.(try an earth wire direct from the battery to the blower motor)

You need to check how far the power is reaching, only then you can start to solve the problem.

Your heater resister can be found on the heater blower unit,it is held in place by either a torx or a philips head screw,this small unit can be pulled out from the heater assembly check you have a feed to this unit,when you pull the unit out you will see the resister in line .......
 
On my 94 escort the heater blower wasn't working,I thought blower fan but after getting one from scrapper found mine was ok. Try running couple cables to blower fan from battery and see if working,unlike me who paid £25 and have a blower in the garage. If its running and as you say fuse ok id agree and say fuse box. I got advice on how to rewire new line with in line fuse to blower/control and alls fine now. happy to send on info if your fuse box is duffo

hi coluld you supply info on rewire of fan as my fuse box is on the blink,

TODAY I FIXED THE PROBLEM :D

Yes it was the fuse box,

what i did was test for 12v at the switch on the dash, this meant removing the 3 knobs and then the 2 screws and pulling out the switch and wires, notice the full wire harness is present even know only 4 wires are needed for this switch to work.

looking at the switch terminals with the plug removed you can see 4 connections, the middle one is the 12v live and should have power with the ignition switched on, if not the fuse box is booshed! (remember to check your fuse first to make sure it is OK!)

from here i wired a switched live from the radio harness from below (yellow wire) where the radio lives (radio needs to be removed) this was installed with a in-line fuse to the connector plug for the fan switch and wallaaa we have a full working fan once again :)

parts needed are 1 foot of suitable wire, a in-line fuse splitter & fuse a blue wire splitter thing for splicing into the yellow switched 12v live (forgot what they are called) :) but hey!
