free standing garden wall

our semi detached has a boundary fence between us and our neighbour down a sloping garden. on our side we have shrubs approx 3m high which take up a lot of space. We want to remove them and replace with a wall inside the existing boundary fence which will remain. The wall would be 2.45m above the highest ground by the house and approx 6-7m long, 1.8m would be inside the wall of their house which is an extension of the party wall the rest would be inside fence. My understanding is that as long as the wall is not attached to our property and is on ourside of the boundary it is pd? Does this mean as long as it is freestanding i could build wall as long as it ha a gap, can this be very small, 50mm? so we can have maximum deck?
As to construction i am having different advice from builders. Both said 7n blocks both said 600mm by 450 mm footings stepped to allow for slope, one with 150mm other 200mmconcrete. One said laid flat with a return at the end, the other said either single 100mm with pier at 3m and end or hollow 140mm with concrete and rebar? Both said no pier where in lee of neighbours house? As it is going to be rendered do we need dpc, would that weaken it?
ps I have enough 140mm hollow blocks, cancelled pool plan.

Could you simplify it a bit or do a diagram?
