Frost stat Honeywell t4360a

We have a t4360 frost stat in our garage next to our boilers. During the recent cold weather this has been causing the water to be permanently pumping round as usual. However the temperature has got milder today and the frost stat is still over riding the system. Taking the cover off the dial is as far clockwise as will go so I presume is 3-5 degrees. Is it likely frost stat is faulty? Any advice much appreciated.

more likely you need a pipe stat fitted, on the return, in series with the frost stat.
 
Thanks Mick. We have replaced the frost stat but still have same problem. The frost stat operates the hot water and bathroom towel rail rather than heating. If the frost stat is not faulty any ideas how the system is operating as though it is really cold? It has worked fine for 16 years.

If all you have is an air stat, then as said you should fit a pipe stat in series with the existing stat. It will shut the boiler off sooner than the air stat.
How have you determined that the frost stat is starting the boiler and there is not a fault on a zone valve?

Not a heating expert at all so expect will have to ask an expert to look into the zone valve issue you mention. Not looking forward to that as complicated system with 2 boilers and danfoss electronic climate control panel in airing cupboard. thanks for the suggestion.
