Fused switches in almost every room

Hi guys,

In my old 1858 house there are fused switches on every room and some rooms have more than one. In fact they are everywhere and I have no idea what they do! Any ideas?

Heating would normally be my first thought seeing SFCUs in every room, but what is puzzling me is that only one of the three FCUs the OP has pictured seems to have a flex outlet.

Well they certainly haven't been there since 1858.
If you're comfortable with electrics I'd suggest turning the power off and removing the screws to have a peep to see if anything is connected to them.
 
There may be a separate circuit on your consumer unit/fuse box, labeled 'Heaters'?
