Gap along the top of the window between frame and brick

I'm currently replastering the reveals around a window. It was all "wibbly-wobbly" so have taken it all back to the sand/cement float to put beads up.........

Along the top of the frame the skim coat of plaster was approx 5/8 of anch thick, and now it' sall gone the is a 1/2" gap between the top of the frame, and the bottom of the brick.

Looking through and along the gap i can see the back of the silicoln bead, but there are NO fixings, or plastic packers. Not being a window type person can anyone tell me if this is normal? does it sound like a cowboy job?

My currently thinking is to fill it with expanding foam, dot/dat some plasterboard into the reveal, then carry on plastering......any thoughts???

Expanding foam will do the job perfectly well, if you can pack above the opening windows and add a couple of frame fixings all the better, just don't try fixing it without packing (wood or plastic packers) because the frame will just bend.
