Powers that be probably haven`t been to many houses with wall to wall chipboard flooring upstairs then. Nor have they been too many new builds. Spouting Regs is easy, having experience is different.
Ignore regs at your peril. As it happens the jury is still out on gas pipes under floors in new build with chipboard flooring, be a brave man who would take a gamble. As for spouting regs, they are what keep the industry safe I would hope.
