Gas ring: safe or otherwise?

Hi,

We have a back-up gas facility should our electricity let us down (it does this now & then), but is this appliance safe and - if not - who could we approach to upgrade it please?

What I notice is that the gas point has no on/off stop-cock & that looks a bit iffy to me?
