Green primer before latexing then vinyl floor

hello does anyone know what that green primer is called that you put on a freshly screeded floor? I need to do this to seal it as it's turning into a beach !! Then the flooring contractor is going to latex the floor and then put vinyl tiles down.

Cannot find it anywhere !!

The green one is Fball stopgap P131 primer

You be as well buying the one to match the smoothing compound ( latex )
