HALSTEAD ACE HIGH

I have a Halstead Ace high boiler about 4 years old. Since I installed it, it has run fine.
Now when calling for DHW it seems to take longer for the burner to fire up.
Also when the hot water is running the burner will go out for a short while and then relight again, resulting in the shower going Hot and Cold.
If I turn down the temperature of the DHW to about half way then it will keep lit, but the water is not hot enough.
The boiler also locks out occasionally, but resets OK
Any ideas what the problem could be ???

The installer didn't clean the system before he put the boiler in. Must have been a dumb disgraceful cowboy reprobate. ;)
Diaphragm may be going, or the dv seizing up with dirt, too.

If it is the Plate Heat Exchanger that is blocked can this be cleaned easily?
Could it be the Diaphragm that slows the burner start up time?
What does the DV do, is that the Diverter Valve?
I am not really a cowboy, I just like DIY and I have installed several heating systems, but I always get a friend who is Corgi rej to connect the gas and commision the boiler.
