Halstead boiler on safety lockout

I've moved some radiators and taken one out completely and now the boiler (Halstead finest Gold?!) keep switching to safety lockout. I've bled the system and got it up to 1.4 bar pressure. Went to bleed the pump and it's empty, not even a drop of water... Any ideas anyone before I get stung for a huge call out bill?!!

Could be the pump was on its way out and now has died completely which would cause overheating.
 
I'm pretty sure the pump kicks in when I turn the power on, is there any way to tell for sure? Would that explain why there is no water in it? Looks like there is no flow of water through the system and the pressure has built up in front of it hence me getting 1.4 bar.
