Headlight Problem

Hi, wonder if anyone can help.

My VW LT van has headlight bulbs with a single connector for the +ve and is earthed through the body of the bulb - I can't get one side to work at all.

I've checked the bulbs and they're good. I've tried a volt meter on the +ve wire and earthed it through the earth on the headlamp unit and I'm getting just under 12 volts, yet when I try the bulb I get nothing. I've tried running a wire from the body of the bulb back to the battery -ve terminal and still nothing, yet, if I do the same thing and connect the volt meter from the body of the bulb back to the -ve terminal it registers just under 12 volts so there must be current flowing. I've tried 3 bulbs which all light up when you connect them to the battery.

Do I need an ammeter to check the current?, do you need a large current to light up the bulb?

Any ideas most appreciated.
