I am replacing a Honeywell 6360 thermostat with a Horstmann HRT3 and have wired it as per the instructions L to 1, N to 4 and no earth but it does not seem to be operating, does anyone know why.

Was a third wire in use with the Honeywell, ie Switched Live ?
If there are definitely only 2 wires installed they aren't likely to be Live and Neutral but will be Live and Switched Live and should go to terminals 1 and 3 of the new thermostat.

No, just live, neutral and earth
Did you make a note of how they were connected to the Honeywell thermostat because you can't rely on the colours of the wires for identification.
