Heating venting back into loft tank.

ok here goes. This is MASSIVELY complicated.
I’m working in a care home.
They have two boilers.
One controls the heating, the other controls the hot water to the taps etc.
I think that there are multiple problems.

So, problem one.
In the morning, the cylinder that supplies side 1 of the building is hot.
Then after a bit of use, it gets cold.
Takes a few hours to get hot again.
I found a 2 port valve on the cylinder, that had no power going to it, so I dismantled the cover, and set the valve to permanently open.
The boiler, a VERY old one, is NOT controlled by a timer.
Side 2 of the building, has a larger cylinder, and the water is ALWAYS hot in that side. (Bear that in mind)
That is the first issue.

The second issue……
A Combi boiler, controls the heating for both sides of the building.
On side 2, there are three tanks in the loft, and HOT water, is venting back into those tanks, so badly, that the cold water taps are coming out at up to 40c. The overflow is very often pouring hot water from these tanks.
Also, in this loft on the other side, are tanks that, if I fill the filling loop over around one bar, steaming hot water comes flying out of another overflow, from the heating system.
I thought that the heating system, should be a closed/sealed system.
But the system, is venting water out.

Anyone got any ideas?

In a care home or anywhere else, cold water at that temperature is a grave risk
