Heavy Duty Toilet seat for Semi-Public WCs

This sound a daft question but can anyone recommend a heavy duty plastic toilet seat for a Village Hall toilets?

The ones we have were not cheap but they have two separate bolts for the hinges. These constantly work loose and the toilet seats and lids come off.
We are looking for a seat with a fixed hinge which cannot rotate and come loose.
I appreciate most toilet seats are made to be adjustable so they will fit nearly any porcelain bowl, but the downside is that the hinge is not rigid and prone to twisting.
Any suggestions would be appreciated

Buy a white plastic toilet seat with plastic bolt and nut. Put some silicone under bolt hole and screw in nut and tight it. That will not come loose.

Unfortunately we have tried this and other similar tricks but it doesn't stop the retaining L bolts from twisting.
Ideally we need a modern plastic version of the old fashioned wooden seat which had a fixed metal bar at the back which went straight across between fixing holes and acted as a hinge for the seat and lid.
