Help. Advice how to go about laying turf

Hi,
Little back story, we moved in to our home about 5 years ago, the previous owners had recently had the back and front garden graveled for "low maintaince" reasons. Sheets/membrane where lay on top of uneven soil and then filled with gravel

5 years on Im getting rid of it and putting down lawn and I need your help how to go about this and I have a few questions on what to do.

I have added a picture so you can see the current condition.

I basically need advice of how best to go about this. I will never get rid of all the gravel as some of it has been trodden in quite deep.

Shall I get rid of much as I can the lay some soil and then turf?
Or shall I put a membrane down first then soil and then turf?

Also on the left of the picture I have discovered what used to be a flower bed or a pond. There is a little semi-circle wall and a ditch inside of it which has pooled up with water.
What is the best way of filling this ditch in once I get rid of the wall?
