please can any one help have 1 rad which is cold ,have tried to bleed it but still wont get warm only pipe coming up to it which is warm

On each of the radiators that get warm/hot, close one of the valves completely, and fully open both valves on the cold radiator.
When venting, do it with the pump off.
If no inhibitor in the system, consider some preventative maintenance in the springtime - drain/flush/drain/cleanser/drain/inhibit - search forum and see Wiki for details. If you can't find the information you need then come back to this topic.
