High Level cistern mounting

I want to fit a high level ceramic cistern, but I am not sure what type of fixings to use. The wall is an internal wall of concrete block and the cistern has two small fixing holes through the rear. The cistern also has two brackets that fit underneath, but are for decorative purpose only.

Would I be okay to use brown wall plugs?

Thanks kevplumb. The decorative brackets are supplied with a note stating "These ornate brackets are purely decorative. They should not be used as support for the cistern. Always ensure the cistern is firmly fixed via the fixing holes at the rear of the tank". However, the brackets are made from a cast alloy and will give some extra support.
