Honeywell smart fit F2 fault/acctuator

Hi all, my father has a smart fit system that seems to have a re-occuring fault.It would seem that about every 2 years he has to change the acctuator.He has done this several times now, and changed the cable also, with the most recent being 3 weeks ago & today it comes back up with the F2 fault again !!!
Acctuator changed.....all go again !
Is this a common problem or is something else amiss....
