Hotpoint FDW80G filling with water but not washing

I have a hotpoint FDW80G dishwasher.
yesterday it came up with AL10.
I put it on again. Same fault.
After doing some online research I discovered this is something to de with the heater element.
After the above 2 cycles the AL10 error no longer comes up.

The dishwasher fills with water but the rotor arms do not go round. It drains ok. Every now and then I can hear what sounds like water boiling.

I don't mind taking things to bits but have no experience with dishwashers.
Any help would be appreciated. Cheers

Just had it in bits.
Cant find a blockage anywhere.
The impella on the main wash pump is very stiff is this normal?

Also, have heard it may be the capacitor, how can I check this.
 
if its stiff its had it, its called a circulation pump .slotted screw at rear of pump should turn easy.need a replacement .

I didn't notice there was a screw on turn it.
I was turning the impeller by hand with finger tips.
Stiff is obviously a relative term so not too sure about that.

Also dropped the capacitor on multi metre. Reads as an open circuit. ie no reading. I thought they should read as a complete circuit like a battery. Is this correct?

does the slotted screw turn or is it stiff ,meter reading should be on ohms should be 8 mf.
