How do I remove varnished wallpaper?

Hello all,

We are in the process of stripping the hall in our 1880s house. There are several layers of paper and paint - but at the very botton the wall is half covered in brown paper that has been varnished onto teh wall:( some of it has flaked off, but attempts to remove other parts have just resulted in us takign big chunks out of the wall.

Can anyone advise what is the best way for me to get rid of this? Would it be okay to sand it down a it a bit and paper over it with the heaviest lining paper in the world? this was what I was intending to do but I am worried it will look a bit pants.

Use one of these then try steam stripping. You can hire the perforators from hire shops.
 
The old washable paper had a varnished coating over it...a good wire brushing to break the surface then and real good soaking with hot water with detergent in it
