How to lay chippings on a small warm deck flat 3 layer felt roof over an extension

Hi, Are there any instructions or even a video on how to lay chippings on a warm deck flat roof (3 layer felt) over an extension 6 x 3.5m. Does it need to be glued to the whole of the roof or just the perimeter. If it is laid loose, the chippings will fly away with high winds or clog the gutter? Any instructions or links to instructions/video will be greatly appreciated. Many thanks.
