How to uncover plaster without destroying it?

Hello,

I saw an amazing photo of this Victorian house with exposed distressed plaster ceiling and beautiful cornices around it, and would like to do the same in the house I am about to buy.

However I am not sure how to get rid of paint without damaging the plaster.

Could you please advise?
