Can someone tell me are there regulations governing how far from a kitchen sink an electrical socket should be placed?

NICEIC don't make the rules, however much they wish they did.
There are no regulations specifically governing distance.
NICEIC's suggestion is 300mm.
My suggestion is 1200mm.
I'm sure other people have other suggestions.

Would it be better to install an RCD protected socket if it were to be 300mm from the sink?

yes, all sockets downstairs should be rcd protected (sorry if sink is upstairs, in which case i am sunk)
