My mother is thinking of having the ceiling pendant in the middle of the kitchen replaced with a light fitting with halogen spotlamps.

However each lamp is around 40-50 Watts.

Will these cost a lot to run considering the fact she would like a fitting incoporating about 4-6 lamps.

You do the maths, Cost is based upon a Unit which is 1kWh or 1000 Watts running for one hour.
Its gonna cost more than the 100W bulb she has at present but what is your definition of expensive.
 
Are they SELV?

40-50W??

If they are 50W, then it will be 200-300W as compares your 100W max ceiling rose at present.
