Leaking Thru Felt

I recently had a leak in my roof. I found that the felt had torn directly underneath a roof vent and the water was running through every time it rained. I have had this small section of felt replaced by a local roofer but I'm concerned as to why so much water was running through the tear. I thought the Felt was there for back-up only. Is it normal for this much water to be getting underneath the tiles or could there be a crack in the vent or tiles next to it?
Any advise would be nice. :rolleyes:
