Lights?

Hi all,
My brother recently changed his front room ceiling light/fan. Changed it for a normal light, now new light only works at half brightness & 3 other lights within the house are the same. Any ideas?

Sounds like he has muddled the wiring up, some info here //www.diynot.com/wiki/electrics:single-way-lighting. He'll probably need to identify which cable is the switch wire using a multimeter (having first turned off the supply and checked it is off.)
