Loft ventilation

Our Valley roof loft space has four large air bricks at each of its ends. When a slight bit of breeze blows a cold draught rattles through the loft hatches and chills the whole house.

I understand that ventilation is needed to prevent rot in the roof beams but is it sensible to instal some adjustable air vents on the air bricks to restrict the flow a little?

Also what is the recommended depth of loft insulation at the mo? Can the new silver sheet style insulation be laid over fibreglass or does the fibreglass need removing first?

leave the air bricks well alone and deal with the loft hatches. make them draft proof.
