Indeed, and (unlike the situation with analogue meters) there's no obvious reason why it should be otherwise.
Which is why some meters include some duplicated lower ranges, with a lower input resistance for checking the likes of batteries.
I can't say that I've seen that, but I have seen digital meters which have some sort of 'button' which, if pressed puts some sort of load across the test leads.

I've not seen that, but it might be more useful than a separate range - you can then see if the voltage dips when you press the button :)
