Mains Water Isolation Valve

Can anyone tell me where to get a tool to operate the valve shown in the photos, and what its called?
Its on the mains water inlet next to the water meter and its 'just about' possible to turn the water off with a screwdriver but nothing like as easy as a 'normal' stopcock with a handle or lever arm.
Is there any reason why they would have used this type? - I cant see it anywhere on the internet.

Try an allen key, probably 3 or 4 mm.

The tool is an Allen key.
