Meter Cabinet

Having a new supply fitted to garage by EDF. I need to have a meter cabinet fitted to the outside wall. Have purchased the cabinet and hocky stick as specified by them. 2 questions

1. Is it upto EDF to seal the whole where the hocky stick enters the cabinet or uo to me/installer - hole in cabinet larger than stick diameter.
2. Do the meter tails from CU (inside garage) need to be in conduit or can they go straight through the wall (no cavity - single brick wall) to the cabinet. Length of tails about 2.5 meters.

ps - will be notified under part P etc etc
