need advice for bay window plaster repair.

I need to repair my bay window but need some advice.

I need to repair the upright (see pic below) where a chunk has fallen away. It seems to be a sandy sort of material but I don't know if it's sandstone or concrete or something else. I'm not sure what to use. Lime plaster maybe?

Also I need to remove flaking paint from the rest of the bay & make good (see next pic).
I think the window sill is concrete. Once I've scraped away all the flaking paint would I need to apply some sort of stabilising solution or sealer before painting?

Lastly, is masonry paint ok to use or would a sandtex type paint be better?

the house is about 5 miles from the sea.

the damage wasn't caused because of location.
