New floor on old tiles

Hi all,
hope you can help. I want to get the kitchen floor tiled with porcelain tiles. At the moment there are vinyl tiles down and they are stuck fast because they have been down for years. The guy who is supposed to be laying the new floor has told me that there won't be any need to lift these old tiles so long as they are not loose.
Is this correct? Seems a bit funny to me to put the new porcelain ones on top of vinyl.

i would say they should always be taken up.
