I can't see an earth wire from the service head. Are you sure there isn't another RCD somewhere before the consumer unit if you have an Earth Rod?

Is there a remote distribution board serving these flats?
If you have removed the main fuse and have multi-meter, try a continuity reading across it, this will prove whether it's down to the fuse at your board.

There might be a ryefield unit as the supply looks quite new.

I'm not going to say too much though as I don't want to encourage DIY tinkering with DNO equipment.

First thing to do is check the wiring at the isolator and check the isolator it's self too.

Bet every third flat is off? Sounds as if a phase has been lost. Nothing for it but ring DNO.
