no hot water & water hammer

Help please someone, have just replaced the washer in my hot water tap on the bath but still have no hot water comming out. The tap will not turn as far as it should either, only about 1/3 of how far it should turn. The other thing that i have any time we use the bathroom upstairs is bad water hammer from all plumbing bits.
Am definately not a plumber but happy to try.
