Nox emissions in new build houses

I've been asked to specify a system for a new build house which is pretty straight forward usually, but I may need to use two boilers.

Worcester tech advised me that this may not be possible due to excessive Nox emissions with two boilers and it might not get passed building control, he couldn't be any more specific than that.

I've never gave Nox a second thought before! Can anyone shed any light on it?
