It's not as simple as that, the damage was done. Governments of all persuasions can't just reverse everything done previously. Millions were sold way before Labour took power.
The rules were also tightened in 2005.

You keep going back to Labour. Thatcher introduced the great give away, Labour changed the eligibility for right to buy and sales declined. The Tories made it easier again in 2015. That's the facts.

I don't think there was much of a discount, if any. I could be wrong on that. There was no "right" though, it was up to the local authority if they agreed to sell or not.
in the 50`s yes they were at one stage same as they were in the 60`s and 70`s before thatcher
