ONE RADIATOR DEAD COLD

hello. all my rediators are working fine except one which is completely cold(downstairs). yesterday i bled one upstairs which had a fair bit of air in it.
tried bleeding the cold one but water came out straight away. why does it stay completely cold then. does not even warm up.

Are the flow and return pipes to this rad getting warm?.
Check the lockshield or TRV have not been closed.

Possible the system is so gunged up the lockshield is blocked solid.

thanks for the reply. no, the flow and return are both cold as well. checked the lockshield and is fully opened.
just to mention that there are eleven rads and all work fine except this one.

TRV pin jammed in ?
Remove valve top and see if the pin is jammed in.
