Outside handrail....

I have been asked to fit a handrail up each side of four steps for an elderly lady.
The steps are concrete blocks and there is nothing at either side, so could any one describe the best way to make and fit a decent pair of handrails and the correct and safe way to fit them.

Should be able to make someting up with these fittings, look under handrails
