painting over new skim

I've seen lots of threads on here about the different painting requirements for newly plastered walls but would be v grateful if someone could confirm what is necessary BEFORE i do the wrong thing!

I've just had my house skimmed, 95% on plasterboard 5% on sand/cement render, it is now dry so what is the next step?:

1st: watered down white matt emulsion (say 50:50) either vinyl or non-vinyl
2nd and 3rd: 2 coats of chosen colour emulsion.

Does this sound right?

Vinyl silk does...matt is ok though......your better off getting a tub of contract matt and using that for the first coat.
