painting over old mural

Hi, we're helping redecorate a playground for our local school. On one of the walls is an old mural that they want painting over. It has started flaking from the brickwork here and there (though not in a chalky way). We are going to wire brush off as much of the flakeyness as we can before painting. My question is; is there any kind of stabiliser or something we should then paint it with first to stop further flaking etc? Also what paint would be best?

You really need to get all the lfaking stuff off Joe...theres no pint in sealing or stabilising somehting that might still blow.
