Painting over silicone

I recently had some pvc windows and a back door fitted. The Installer sealed the windows with white silicone but sealed the back door with clear silicone. I have since painted the brickwork with masonry paint but this has not adhered to the areas where the silicone is. Does anyone have any tips on what to put on the silicone which will allow the masonry paint to stick to it and to stay on it.
