Depends on type of paper. If its Vinyl No. Though there are primers like zinsser 123 that lets you as long as paper has no emboss/ heavy texture.
Though I have not tried it for this purpose so can't say.
In general if you paper over paper (exlude linning) you have to take the chance, The new paper paste will soak into old and will have a lot of drying out to do, sometimes it will bubble and not go back especially in corners.
Id never do it, as CC says it 'might' work........if it doesnt your in trouble.......you will have to strip two papers off the wall and you will have wasted all that money plus primers etc too...
You just dont know how well/bad the existing paper was hung.
I wouldnt do it, even if a customers begged me....it isnt worth the hassle.
And what will you do nect time you want to decorate?....strip both papers?....or add another layer?
