A tile came loose and fell on a lean-to which has a 10mm twin wall polycarbonate roof. It caused a hole about 2cm in diameter in the top layer.

Is there a way to repair or patch it?

Loctite gel superglue is the one to go for here.....it doesn't look at polyethylenes but it will stick polycarbonates without any problems.
If the hole is a clean punch then some sort of polycarb patch would be good - from an offcut, perhaps.
As a quick repair, hot glue from a glue gun will do - if the temperature isn't too low!

You could try cleaning the area an then sticking a clear fablon patch over the hole.

Thanks for the replies.

Will either of those cope with the winter damp/cold? (heat is not an issue as it's north facing and doesn't get any sun directly)

The Loctite adhesive will....its designed to expand and contract at the same rate as the parent material.
