Possible Airlock ?

Hi there, i recently installed a new radiator in my mother in laws house and when i left was working fine. Went there today and they say the radiator is not warming up now. Had a quick look and the pipes to the radiator are both cold so i am thinking there is an air lock on this rad as all the others warm up fine.

The system is fully pumped with F + E and CWSC in the attic, 1st floor in the airing cupboard you have your cylinder and out in the kitchen you have you boiler. Could this airlock be the cause of the problem?

try turning off other rads to see if the air pushes through to new one
 
Beside it being an airlock, is there anything else it could possible be ?.
I have double checked that the valves are open both sides.
