can I release the pressure from a combi boiler prior to releasing a radiator away from the wall to decorate behind, the reflector plate has come away, the last time I did this even though I had turned off both valve`s the water still squirted out until the pressure had been released.

Yes, do it from a suitable drain cock and NOT the prv on the boiler. Even though the pressure guage will read zero there will still be water in the system under gravity pressure from the upstairs rads.
 
This is a bungalow so no upstairs rads, is there always somewhere else on a system other than the boiler to release the pressure.

You should have a drain cock under a radiator or in the heating pipe work in the airing cupboard.
